This is wicket 3 reserved for foreigners and aliens. I wonder which we were? After they got our translations of birth certificates, marriage application, written entirely in Japanese, and the affidavit from Hiroshima, they said "OK". We assume this meant we were married. Since then, Carolyn has received the documentation from them and, it too, is in Japanese. For all we know it could say "Welcome to Japan and the Fukuyama City Hall."
